And the issue with requiring some insurance is that it’s not a car. We need people to move away from cars when ever they can for health of themselves, and the cities that they live in. A Scooter being a valid option to do so is a great thing, and once you put up barriers to entry of these things, especially if its Bureaucratically based, people steer away from them. I dont agree bicycles should require some insurance. This is often touted by people who don’t understand the purpose of cycling as a means of commuting and daily task completion, or dislike cyclists. There isn’t enough to worry about someone cycling to require insurance unless it involves a car.
