Once when i was in Amsterdam i asked a bartender if he spoke English, and he was genuinely offended at the Vintage I Got Pegged at Cracker Barrel Old Country Store Shirt and I will buy this implied suggestion that he might not. Tbf, the ability to read is very common. The ability to logically comprehend the meaning of what was read is more difficult. Living in Germany, I usually approach with “Is English ok?” rather than “Do you speak English?” I think that way doesn’t bring into question their language skills (while clearly indicating my German is terrible!). I get answers ranging from “of course” to “I will try.” And I always say “thank you for your English” when we’re finished (it always gets a positive reaction, people seem charmed!). This is a good approach. I am Dutch and while I agree with the others in this thread that it’s safe to assume nearly all Dutch speak English, it is still a form of courtesy to check if they are alright with conversing in English. You’re still a guest in their country where the official language is Dutch.

He responded “Yeah, of course”, in a kind of miffed way, I repeated my question in English again and he answered it lol. A couple of weeks ago I transfered via Brussels airport and we weren’t sure if we needed to retrieve our luggage and re-check it, because of a check in agent in Tokyo insisting we had to do so, but us doubting it, because that’s not common in Europe. To our surprise the separation by transfer and baggage claim came super quick, before any service desk, so we asked the agent standing there, separating the two groups. English right away, because we are in an international airport. That girl stared at us blankly. All she could say was “Transfer right, baggage claim left!”
