I think there are pros and cons to every option. People who are already prone to hoarding are attracted to becoming fosters or private rescues which often gives them license to have more animals than they would typically be allowed.

Some rescues mitigate this by having an adoption counselor make that decision, but some rescues leave it in the hands of the fosters which lead to lots of “foster fails”. Which is fine, if the foster has one or two pets and fosters one or two more, it’s not fine when the foster now has a dozen or more animals in their residence.
