There is jack all for surface water in Central Africa, which is reason for the whole water problem to start with. Central Africa has practically no rivers compared to almost every where else on Earth. Landlocked areas, hostile neighbors, can’t always cross a border by land to get there, can’t access every place by aircraft. You might need an actual army to get equipment moved around. You see how this starts to create problems that even unlimited budgets can’t solve?

So in other words, exactly the same reasons why any type of civil infrastructure would or would not have been built in a given place… Same reason you can’t just build a house for every homeless family and call it a day: maintenance. Someone has to maintain the function and property and that either takes competent residents or lots of long-term money.
