It’s not true that it would be as expensive as building an identical skyscraper for housing instead of offices, but it’s not exactly propaganda either. Offices and living quarters are insanely different. Each living space has to have windows, 2+ sinks, 1+ toilets, 1+ tub/shower. If you’ve ever built an additional bathroom onto a house, you’d know how much work that is, and that’s on the Remember Those Ultmate Sacrifice Our Heroes T-Shirt in contrast I will get this ground level of a small residential building. Now imagine dozens/hundreds of floors of that – easily hundreds each of: sinks, showers, toilets, all with miles of supply and “return” plumbing. Not to mention the unfathomable amount of wiring necessary for all the appliances. On top of that, can the locale support thousands of new residents? Is there adequate grocery shopping nearby to support this mega influx? Emergency services?

While I’m not trying to defend a massive corporation there’s definitely practical reasons for why certain things can’t happen that easy or that quick. You can’t just simply convert that commercial space into living space even assuming that you have all of the necessary utilities and plans ready to go. These buildings are built in areas zoned by the local jurisdiction for commercial development and you would either need a special permit from said jurisdiction or have the land rezoned to be able to change the usage type. Unless there is massive political will to do so this is a pretty tall task and only happens on special occasions. For reference, the current office that I work at in San Jose is on a lot zoned for commercial use. The owner spent about 1.5-2 years going back and forth with the city for them to allow them to rezone the Lott for mixed use with a planned two-story structure (retail on first floor and apartments on the second). And that’s just the city planning side of things, It’ll still probably take them another 1 year+ to get all of the necessary plans and forms from various consultants (for example engineered drawings from a structural engineer like myself) and have them approved/ permitted by the county. And then you still need to get through construction. So, no, it’s not just real estate propaganda. And those skyscraper hotels are the same thing, planned with years in advance with pertinent utilities required for those services put in place at construction and with all the local permits from the jurisdiction.
