Its just my conspiracy but since its imlossible to check i am therefote sure it goes like this: The corrupt leader of my country makes deal with the African corrupt leader. I announce 100 million euros in investment but i keep 25 millions, you can keep 25 and the rest goes to the projects, deal? And it goes and goes on smaller levels and at the end a 10% of the announced money goes for real development.
