When I worked for the state of Florida (which pays terribly), the insurance was the best plan I ever had (BCBS) and only $50 per month. It’s a wash, not a benefit. I’ll have to dig up the old math I did some years ago, but assuming you had that 4.4% and just invested it in the market – even assuming very marginal returns – you’ll generally get the same amount or a little more from the investment over the pension. And you’re not paying into your pension anyway at 4.4%, you’re just funding everyone who got the .8% deal because someone (surprise surprise) fucked up and didn’t do their job. And yes, healthcare costs are very high. Most private companies just shop around every few years among insurance providers to ensure the costs remained low. Even doing some quick napkin math at a 7% rate of return you end up substantially better off with the pension, unless you and your beneficiary drop dead right after retirement.

It’s just kept around since Congress knows most feds can’t math to figure out if they’re getting a good deal and they need to keep the system afloat for the .8%ers It being a wash doesn’t necessarily mean that having it invested in the market is better than having the annuity, and frankly as I’m sure you’re aware as you head towards retirement you’re going to pull back on market investment and lose out on some of that money. Or you’ll risk having you’re money in the market during a downturn like in 2008 when the SP 500 annual return was -36%. I’d much rather have the money under my direct control to do as I see fit rather than having it tied down. As you say, only in some doom scenario does it really win out, which is statistically unlikely. It’s not just under doom scenarios though. For the market to catch up its very dependent on you hanging on in the market for an extended time because of the compound return.
