I enter the freeway and merge into the passing lane and follow the car in front of me a safe distance until I am past the urban exits where people need room to merge on and off the interstate and then I drive in the right lane until I need to pass someone. To me that is safer and the only reason I can think of to drive in the passing lane when not passing. ‘Refuse’ implies that somebody is asking a person to leave the passing lane. In reality, that’s not happening and will lead to many poor responses as people will follow the framing of the question being asked. Went left to pass someone, zoned out or not paying attention behind me or just don’t care enough to move back to the right.
