All of these efforts to downplay election primary competition ensures that Incumbents disproportionately win re-election. The more expensive the average race for an office seat, the more likely the incumbent will stay in power. An incumbent like McConnell or Clyburne will then decline to seek higher office. They’ll stay in their seat but make sure to remain huge fundraisers for their national party. They use this fundraising talent to make sure mentees, staff, and family get placed in higher offices. They also get associates placed in Media, Industry, and Regulation offices. With their famous fundraising talent, they can often call in favors from these Higher office holders. With their seniority and unshakeable position, they also act as whips within the party. They lobby for party members votes on certain issues. If necessary, they organize primary challengers or fundraising to ensure interparty rivals are ousted.
