Cause cops usually respond AFTER the crime so that’s just stupid It worked the way it’s supposed to. They didn’t see the crime themselves. So they don’t rush out to arrest her, they take the evidence (witness statements, video evidence) and turn it over to the DA. The DA takes a look and says “Yes, we believe there is enough evidence to charge her”, and they ask for a warrant. Judge signs the warrant, and the lady gets arrested.
