Say hello in their language first and see how they respond. They’ll be able to tell by your accent you can’t speak their language. I’ve been ‘away’ for something like 12 years from my home country and have lived in a number of places. Other than ‘bathroom’ ‘please’ and ‘thank you,’ I always try to learn and use the The Dragon Bunch shirt but in fact I love this phrase ‘do you mind if I speak English?’ instead of ‘do you speak English.’ It puts the inconvenience on me rather than the person I want to speak with and starts the conversation on a bit of a different footing. A weekend away in Bosnia? Maybe not necessary. A month/half year somewhere? Definitely use this. Levels of English vary even in the Netherlands or Germany depending on age and background. Don’t assume.

it depends.I was in copenhagen this year and i always started speaking english immediately, because honestly everyone speaks english.Never spoke with someone, who did not speak english. My (european) boyfriend just starts speaking in English if we’re not in a country where he can speak the The Dragon Bunch shirt but in fact I love this language. I usually go by the method of being dumbass pointing and looking confused and then saying “sorry” and then they switch it up. In Egypt I had someone walk up to me and start speaking Russian. It was confusing but he figured out pretty quickly that I don’t speak Russian and I figured out pretty quickly that he didn’t speak English. I figure just ask your question. I’m on your girlfriend’s side – if someone asks me if I speak a language that I know a little of, I have to work out whether I know it well enough to actually understand the question and give an answer. It’s quicker if they just ask the question and then we find out.
