It’s not popular with many Republicans because PR would likely go DNC in the Senate, but others have voiced their support (including former president George W. Bush). Second, a fair number of Puerto Ricans simply don’t want statehood. Past votes on the issue have been very close. It has advantages and disadvantages, and quite clearly some Puerto Ricans like things the way they are (when it comes to statehood).

I was surprised when I visited that many didn’t want statehood. After seeing what the Navy did to Vieques, I can feel the bitterness and completely understand it (half the gorgeous island is having bombs disposed of because we used to practice shelling it). I mean, San Clemente island off California is a closed military range. There are bombing ranges in most western states. We rocket the hell out of New Mexico. We literally nuked Nevada for 50 years. I’m not saying PR hasn’t gotten screwed over, but Vieques being a military bombing range wasn’t some uniquely racist act. That’s incorrect. Historically, the local Puerto Rican political parties main selling point isn’t Right Wing vs Left Wing ideology but precisely what you state: what Puerto Ricans want for the island. This has been the case for 50+ years. Puerto Ricans vote for a Pro-Statehood Party (PNP), Pro-improving the Status Quo Party (PPD), or Pro-Independence Party (PIP). Because it is a highly charged cultural issue, support for statehood never has really exploded to an absolute majority (in fact it couldn’t even be argued it was a majority until recently and even then it is still contentious) and because of Cold-War rhetoric and violent repression carried out by the US government itself towards the Puerto Rican independence movement, a culture of fear was created towards it. So, the US government is not a neutral bystander. It is very much responsible for creating the conditions of “perpetual status quo”. Aside from violent repression, it deliberately suppressed support for independence further and created even more uncertainty when it slightly altered the nature of the colonial relationship of the island with the “creation” of the “Commonwealth”; which was sold to Puerto Ricans at the time as an end to the “colonial” relationship. Now, 70 years later, Puerto Rico’s status still remains the main political talking point on the island, with one of the faults of Puerto Rico’s political system being that the population blindly votes for what they want PR to be for little care for what actual policy will be carried out leading to tribalism, rampant corruption in government and disastrous public policy all the while the status issue is no closer to being resolved.
