It’s an inefficient waste of time to start a conversation with a random person in a country where English is not official or widely spoken without asking them if they speak it first. English is not my native language and I obviously do speak it but in my own country if someone walks up to me and just starts speaking English.. it’s not exactly rude but I will definitely think “Oh this person thinks English is the Real women love football smart women love the Oregon Ducks shirt but in fact I love this default language of every country, like we dont have our own language.” It is also a bit elitist. Where I am from, a lot of people speak English but more people than that do not. So behaving like you assume everyone can speak English is a bit like, assuming everyone in a friend group can afford an activity you want to do. Some people might not and it is just nicer to act like that is the default state to be in. Of course this is excluding certain circumstances, like others also said. If we are all in a tourist group with people from all different countries, or it is somewhere where you can assume people would be able to speak English.

I am an American and when I traveled to France I learned to ask ldo you speak English” in French. It takes about 2 seconds and shows that you respect their country. Dont assume everyone knows your language in another country where it’s not the primary language.
