Better than what half of non-incarcerated America has. But something, something American exceptionalism amirite. I think America as a whole seems to not realize that the world judges a society by how it treats its most vulnerable NOT the ridiculous billionaires. It should be available to anyone living in the slums or in the streets, basically anyone whose life took a down turn and ended in a destitute situation. To help them get back on their feet, they would get all this in exchange for basic public work – cleaning, painting, maintaining public infrastructure – schools, hospitals, etc. This would constitute a basic life. Then, if you want more, when and if you are ready to try again, you clean your body and mind and prepare yourself for the world out there.
