I’ve worked for a college athletics department since 2013. But at the end of the day the people who run sports programs have to show that they can bring in funding one way or another. So they’ll happily bend the rules if it means they might see a major donation down the road. Just looking at the numbers for the university I went to (an historically very successful Big Ten school) around 20% of their yearly revenue comes from alumni donations each year and it’s in the $20-30 million range on average.

Perhaps Qatar paid a large sun to FIFA so it wouldn’t complain, but it does send the message that one can default in their commitments to the World Cup, even if it is a small country that pretty much bought their appointment.
