TL/DR – If you’re in the left lane, and there is open road in front of you, and there is a long line of vehicles directly behind you, then you are going too slow for traffic conditions. Unpopular option about the interpretation of the meanings: I believe that when all these laws were created and slow traffic keep right stuff it was meant for if the speed limit is 70. Right lane goes 60, middle lane goes 65, left lane goes 70. However, i could be doing 85 in the left lane which will happen often when no traffic is on the road and ill still have some jackass trying to ride my ass. If im already doing 10 plus over the speed limit, you can pass me on the right as you clearly have other problems than just me in your way. The only time I refuse to move is in situations in which the left lane being the “passing” lane is dubious at best. We have several interchanges and exits in my area in which the left lane is the one that is either the only exit lane (for left hand exits), or is the lane that the one to the right merges into on a two lane interchange, of my personal favorite, a 3 lane stretch that has an on ramp merging into lane 3 shortly before lane 3 merges into lane 2, and both 2 and 3 are absolutely packed while the whole of lane 1 is cruising 10 over.
