If you have money to stay in a shelter every night through youd have money to get off the street if someone would rent to you. The conditions are often extremely poor, making sleeping in a tent or any other situation where you have control over your space more appealing except in harsh weather conditions. They often won’t allow in drug addicts, or indirectly ban drug addicts, and many people get addicted to drugs after being on the street long enough. Homeless shelters don’t allow pets normally, and pets are actually fairly common among the homeless for a variety of reasons. I’m probably forgetting a few points to be honest. It’s not some huge coincidence that people would rather sleep on a bench than in the shelters.

Also would make the place completely unsafe for the public because there’s a bunch of people on drugs, dirty needles everywhere, broken glass bottles, human waste, etc. At least where I live (Australia), it’s actually really easy to not be homeless (speaking as someone who was unemployed for years because of multiple disorders), but there’s still so many homeless people in the cities because they, sadly, are severe drug addicts who’ve done irreversible damage to their psyche and/or they refuse help and/or are violent to the people who try to help them. Not to mention that letting the chronically homeless take over a public space deprives the intended use of that space to the citizens who actually pay for it. If you live in an urban area, there is already a shortage of green spaces to take kids or just use for your own enjoyment.
