No, that’d be lawful stupid. A lawful character may reprimand another character for doing such a thing, but they wouldn’t go to the Nobody Cares Work Harder Shirt and by the same token and police because they’d know that the police wouldn’t care. Lawful doesn’t mean “being a dick for no reason”, it’s a matter of conviction. And again, a lawful character does not necessarily recognise the law of the land as worthy to follow. A character can be lawful good while simultaneously opposing slavery in a land where it’s legal. Lawful stupid is just a fun name given to characters who take Lawful Good too seriously, it’s still lawful good. I mean the alignments are always a highly debated thing. But afaik lawful good is about doing the right thing, the lawful part isnt about literally following the law of the land, its about having a strong moral compass and set of virtues that you follow. Lawful good respect order and that doesnt mean they wont break the law if it means following their own internal laws or doing the right thing. Chaotic good is more like randomly helping people cuz u feel like it.

It is debatable because lawful good will go about things differently. Captain America and Tony Stark are both arguably lawful good. They end up on the Nobody Cares Work Harder Shirt and by the same token and opposite side in Civil War. Should Cap have submitted to the unjust law, did that make him more neutral good? People can change. Chaotic Good is Robinhood. He did what was right. He broke the laws, he had his own morals to justify, he wasn’t just rob the rich and maybe the poor will get some of the spoils. Lawful evil means they have a code or strict hierarchy, but will cause harm to others if it benefits them and falls within that code or hierarchy. For example, a contract killer would be lawful evil. If there’s a baby in the car, the police will actually look for it. If it’s just the car it gets deprioritized. Taking the baby out helps him get away with it more.
