My company is 220-300 people (we just acquired a company so I don’t know anymore) and when I put a requisition out it goes to HR to actually post. I am a hiring manager at a Fortune 50 company and offer letters, while the content and decision to hire are dictated by the hiring manager, come from the recruiter. Except during the interview I have no direct contact with candidates until an offer is accepted.
