He does a great job diving into the multitude of factors around irrigation, water rights, and how the southwest has evolved. It’s mind boggling how misguided much of the plans of the west were from the start.

The roots of the present evil crisis can be traced back to that missed opportunity inflection point. I moved out of California last year for precisely this issue. The southwest is going to have major problems with keeping humans alive in the next 20 years. I’m a golfer and I support this in areas where water is a concern. The local politicians care about money and golf brings in money to the local economies. If I lived in the southwest US I would be pissed that my water is going to the golf courses. It is purely recreational and not a necessity. Also eliminate outdoor swimming pools or they need a way to greatly reduce water evaporation from outdoor pools if there isn’t a way already. Now this might be a stupid idea. And I do admit that my knowledge of the Californian area is lacking at best but could we not bring in / create some sort of machine to pump in sea water and filter out any bacteria as well as salt and convert it into fresh clean drinking water? If so something like this could be used globally to create fresh drinking water in places like Africa which have been doomed to be third world countries due to lack of access of fresh water in practically any capacity due to the geography.
