Also this ever increasing budget hasn’t seen a drop in numbers at all. China does it by reeducating people in free government housing , they even work together in camps after. These people become so enthusiastic about working for the communist party that they voluntarily donate their organs too. It works very well in places like Xinjiang. Actually a surprising number of homeless women basically live in yoga pants because they’re comfortable to sleep in, the sizes are forgiving in either direction, they can be rolled up very small, and they’re easy to layer. They’re a great thing to donate to shelters.
