Just beware when sitting down, it goes up and exposed me I’d definitely get it hemmed to the right length for floor length at least. Petticoats are a good option but there poofier they are, the harder they are to maneuver and dance and walk around in, and OP might not like the feel of them, or the look. But the ruffles on this dress make me think that it can probably be shortened in such a way as to make reattaching the bottom possible should she ever change her mind! I think it looks great floor-length, but I personally wouldn’t want to puff out too much. So a hoop skirt would work under that formal and be lighter than a bunch of petticoats. The dress would also work at tea length but you would still need to fluff it out with a petticoat. I recommend a starched layered cancan, which is a specific kind of petticoat/crinoline (you can google cancan). You won’t need so many petticoats, but starching is key, plus it’s fun to hear your cancan crinkle when you walk or sit. Hem it, but have the bottom part saved, and put snap tape on the new hem and the top of the cut off piece so you can reattach it and remove it as needed. That way, if another generation of your family wants to wear it, they have options.

You only have so many functions you can wear a floor length evening gown too, at tea length it would be appropriate for a wider variety of situations. You can also save the extra fabric, the horizontal ruffles would make it easier to hide a seam if you decide to reattach in the future. If you really wanted to go Antebellum you could put ruching in and that would create tiers. The skirt could be lowered and shortened by using ribbon pulls. While the dress is fantastic, I see no reason for you not to alter it to suit. Remember, it has historically been very common to alter dresses throughout the years to lengthen the time an article of clothing could be worn, as clothing was relatively expensive. By shortening you well may lengthen the wearability/usefulness of the item.
