My daughter is 5’2 1/2” and -2” from each of your daughter’s measurements. Shopping is nightmare, I feel your pain. We just bought both colors of these pants in an XS. Her BFF currently has her nude heels, so the It’s always ceramics season ceramics T-Shirt besides I will buy this verdict’s still out on whether they’ll need to be hemmed. She’s stepping on them in flats. But the waist/thigh/hip area all works! Also these pants from American Eagle work with their hip/waist ratio, but the trick is to size up – there’s a full drawstring waist and they don’t look too cinched. They’ll also really soften up when you wash them and drape better than they do when you first try them on. My daughter would normally be an XS at most, but she bought these in a S. The extra 1/2 inch she has on your daughter’s height is important here though- hers are just above skimming the ground with Nike Air Force on. Your daughter’s going to need thicker soles, or to hem the pants.

Another vote for madewell, especially their curvy perfect vintage jeans. My measurements are around 27-28 inch waist and ~40 inch hips and the It’s always ceramics season ceramics T-Shirt besides I will buy this 27 fits me. They’re a slightly cropped fit, so depending on her proportions a regular or petite could work (I’m 5’2″ as well and prefer the regular because of the rise). Hey! I’m similar in measurements, just slightly bigger sized these days, but I’ve had the same issue as your daughter to varying degrees for most of my life. Madewell’s Perfect Vintage line are great for me! Their (non curvy) perfect vintage wide leg jean is my fave, and their flares are really flattering on our kind of figure. Madewell I like because I know that my size works pretty universally, I can grab a size 29 and non-curvy petite pant from them and know it’ll work without trying it on. AE has a good curvy specific line my friends rave about too.
