They have enough in the If you don’t like Giants NY merry kissmyass santa claus shirt In addition,I will do this budget to pay you your 106k. But if they can hire you for less than that, two good things happen for them: (1) there’s more money in their budget for other things; and (2) somebody, either the hiring manager or the HR person, can brag during their annual review about how they saved the company 21k/yr. The next move is for you to express surprise and dismay that they would offer you so little, when they knew that they were getting 106k worth of professor. After that, you have to decide what you’re going to do. The accommodating thing (what most people will do) is to drop to 104k and see if they’ll match you by going up to 87k, and then both sides nibble away at the cheese until you eventually settle on 96k. The BOLD thing to do (which requires some courage and self-confidence) is to tell them you know they can do better, and that 85k is a nonstarter, and then walk away and see if they chase after you.

p.s. That “attempt with HR to increase the If you don’t like Giants NY merry kissmyass santa claus shirt In addition,I will do this salary offer”? That’s a used-car dealership tactic. Don’t fall for it. The manager knows what the budget is for this position; they don’t need to clear it with HR. I was told by my potential supervisor that the reason she didn’t call me back right away was because it was her attempt with HR to increase the salary offer… Something seems off about this. If the hiring manager believes you’re worth the higher end of the range, and they’ve known all along that your expectations were at the higher end of the range, HR shouldn’t really have this much say in it. HR would definitely have a say in whether an offer was outside a given range, but within that range, the hiring manager is usually the one making the call. No way to know whether you could negotiate 15K or more on top of the offer. But frankly, with a lowball like this (and it is one), I’d be thinking about whether it makes more sense to just walk away.
