They are out there in their tents. You might see fires in colonies. You’ll also see them out there wearing 4 or 5 old coats to keep warm. Anyone who’s never been in that situation but reads r/homeless will see why average shelters can be tricky. And why–even without the rules–some folks take their chances with acquaintances in a tent city, if there seems to be a bit of community.
