If there’s a brush they can brush it but that’s not removing the bacteria. I’ve not been to a work/public toilet that had a bottle of bleach to hand. Even at home I store the bleach in a separate closet so it’s not like they can bleach it. Since your argument about removing the mark was about splashback, I’m saying it’s gross either way. It’s less gross if it’s bleached straight after but realistically that’s not a thing.

There’s a lot of invisible grossness/bacteria in a public toilet, and a bit of a mark inside the bowl really isn’t that big of a deal.
