Medical transport for appointments aren’t readily available and taxis can be expensive for some people someone has to buy all the granny cars. Without elderly or people of very basic and poor taste Honda jazz sales with fall dramatically, same with a lot of other niche models that manufacturers wanna get rid of organic speeding prevention, if someone wants to speed but has an elderly person in front of them going 10 below the limit then they can’t exactly do that. Therefore less police or speed monitoring required
