I know that in some cultures, voicing complaints is usually perceived as a passive-aggressive action meant to shame the listener into doing something. In other contexts and cultures, complaining about trivial things is considered a healthy way to vent pressure that does not entail any desire for others to change their behavior, and even as a way to establish connection with others by sharing your feeling.
