In active warzones we expect barely trained near-minimum wage teenagers to wait until fired on to return fire. I do not consider it unreasonable to expect the same standard of law enforcement, especially in such cases as unverified reports. Especially in such cases a degree of restraint needs be maintained, even if at a modicum of risk. Cops should have more brains than a Chihuahua, you’re probably right that’s too high an expectation for an American cop though… Respectfully, I disagree. Soldiers don’t wait to be fired upon. They wait until they see credible threat. If someone even APPEARS to be armed, they are treated as a lethal threat. It happens all the time. All the time. And not without reason. You can’t tell someone they have to go into a building where people are probably going to try to kill them, authorize them to defend themselves with lethal force, and then expect them to get it right every time. It’s an inherently intense situation, and one minor hesitation is all it takes to get murdered. They value their lives, they have families, etc. Again, I believe they could reform these procedures. I think American SWAT could benefit from more situational assessment and de-escalation, but once you breach a building, you’re committed. Lives are at stake.

If you find documents that shows the Pentagon does not teach nor at any time require soldiers to abide a RoE of “don’t fire until fired upon” I will absolutely agree with such an empirically proven conclusion.
