It’s both. That’s why folks will complain about an old lady going the speed limit in the left lane. Where I live the traffic is so bad that cars have to fill the left lane bumper to bumper as well. If it was used purely as a passing lane traffic would be unbearable. I can go my comfortable 5 over all the way through the left lane with no problems. I’m a fast driver. I don’t like being behind people or people riding my ass. So I simply don’t give them the chance I heard it was also bad to drive-in the left lane because someone who is driving on the wrong side of the road has a better chance of hitting you in the left lane

Once cars start to passing me on my right, and at a much higher speed, I would be so afraid to merge to the Cuteless rainbow stitch ohana shirt but I will buy this shirt and I will love this right lane as I cannot judge speed they are coming at, and I would get stuck in the left lane and just waiting for all the cars behind me that want to pass me to pass, then I will change to right lane when it is “empty”. Source: I learned how to drive in a tiny town, and when I moved to the city I was overwhelmed and had to learn how to merge or change lanes on a busy highway. Those people are so often oblivious. I’ve driven emergency vehicles for years. The same assholes that block everyone else, block emergency vehicles as well. They usually don’t have the skill to get out of the left lane quickly. My ex had driving anxiety and having people merge with him from the right freaked him out. Being in a middle lane freaked him out. So, he convinced himself that driving in the left lane all the time was the safest place to be. I’ve broken the habit now but it stuck with me for a while just by inertia.
