Hence how it is perceived as insulting when used against people. It seems that if you want to gesture “come here” in some countries in the Far East you have to have your palm facing down, not up. And you make the gesture not by using one finger, but all four at once, so that the entire palm can be seen not to be holding anything. I was bemused when a Malaysian friend pointed this out. I found it amazing that a gesture that was so innocuous could be held to be so offensive, but when he explained it it kind of made sense.
