You might be able to get something in writing, “if OP can meet these expectations by this date, OP will be given this title and this rate increase”. Definitely make sure whatever metrics are included are about your specific abilities within that role (i.e. can make x report without assistance, can competently handle and interview etc etc) and not tied to the performance of the team.
