From 3-5 years it is hard for internal salaries to keep up with your market value. Not uncommon. Take the job and then a year from now you can go job hunting as a PM and show a promotion on your resume. But yes, it’s because you’re internal, and they’d pay someone from the outside more, most likely. That’s why you take the job (maybe ask for a few k more), knock it out of the park and go job shopping after you can show some measurable improvement from when you got it. Nah this is not the way.
