In Europe people only use left lane for passing. It’s incredible. If people stay in it they’ll flash their high beams, honk, etc until you get out. It’s glorious. I stay in the left lane for one simple reason: there are like 25 cars right in front of me and they are all going exactly the same speed I am. There is no point in tailgating every single one of us until we all clear the lane. It’s not that hazard lights are better than head/tail lights, but in bad weather you need both. The head/tail lights help you be visible and the hazards warn others that you are going much slower than the recommended minimum speed. If you can’t see sure pull over but often times you are going slow only because that’s the current flow of traffic and you have no options.

People think “Oh, I’m going 2mph faster than the speed limit, that’s fast, so I’m in the fast lane, what do people want from me?” The problem is it’s not a fast lane. Like you said, it’s a passing lane. After you pass, get back over to the right.
