In Europe, people have written contracts, which would have to be renegotiated either with them or with a union. This provides a level of security for employees, which make them less likely to move around. In the US, people change companies every 2 years and get 20% raises each time. In other words, people are compensated more for the additional risk of potentially being let go. (Think about it like this, working in the private sector in Europe is like working for the Federal Gov in the US when it comes to job security.)
