If there’s a lot of stress in the item, it only delays the propagation of the crack, as the load lines all gather around the end of the stop drill, just like they would a crack. So there’s still a chance that the stress concentration is enough to continue the crack through the hole. To reduce the chance of this happening, you can increase the diameter of the hole you drill, however, naturally as you remove more material, you reduce the amount of load that item can take.
