If nothing is coming in, then they are busy working on something or doing nothing. If there is a somewhat regular output of results of their work, then you know that they are working on the job. If it starts to slow significantly, then something interfered. If the overall amount of output is decreasing and the job has not become harder over that time period THAT is slacking. If it stops altogether, then yes that is cause for concern, but not every job requires constant submission of reports or receipts or tickets or papers… some jobs are less regular than others. For example a police officer doesn’t constantly upload traffic tickets or else we’d be wondering how he’s pulled over six people in the last six minutes. A policeman working from the desk is doing things constantly but phone calls are not instantaneous, and investigations can be slow. But when things are done they are turned in and they move on to the next thing that needs to be done.

You can have a work computer issued to employees that has a data bomb installed in case they try to copy sensitive information to another device (that’s actually a good idea there), but restrictions on their own device is a little bit aggressive and unreasonable. Do you trust them to have a backup generator in case the power goes out? And finally the most important question:
