I think there should be tax penalties for that. It should match dollar for dollar for the first 3 to 6 months. Then if it extends past that period, it increases more to like $1.20 penalty for each dollar the government provides. See how long that lasts. It shouldn’t be profitable to exploit social benefits to pay your employees less, especially for large businesses. I’d like to see something where businesses are heavily financially penalized for this practice. A “welfare eligibility” test is calculated for each employee by the IRS using tax records. This score would be calculated by taking the mean wage/hour for the employee during the calendar year, calculates what a 40 hour/week take home pay (post taxes) would be at that wage, and then divides by household size. If the net income (calculated like SNAP) with that take home pay meets the poverty threshold that employee is counted as “welfare eligible”, whether or not they actually participated in welfare programs. Net income stats may have to be either included in tax filings. At the end of each tax year, businesses have a max percentage of “welfare eligible” employees that they can have before fines accumulate. I’m thinking something like 5% total employees for businesses with 25+ people, 10% for 10-25 employees, and 30% for 10 and under. So if at the end of the year the business has more than the approved percentage of employees that meet welfare eligibility then the business must pay fines for welfare exploitation. The business must reimburse social services for 2x the services that employees qualified for, plus a 10% fee on the total for the IRS.

That’s what I’ve got so far. I’m sure there are aspects I’m missing but I think in the “What we do now echoes in eternity.” ― Marcus Aurelius, Meditations Classic T-Shirt and I will buy this current US system the only way to get people fair compensations is to make it extremely expensive on businesses if they don’t compensate fairly. Businesses typically want the cheapest option, so if the cheapest option to pay employees fairly then businesses are more likely to pay employees fairly. My boyfriend 10 years ago was on food stamps for a while because the retailer he worked for would only hire part-time people, and work them the maximum amount without having to give benefits. He had a college degree and couldn’t find any other work for years that paid more or was full time. He only survived because his roommate didn’t make him pay rent, and he eventually gave up and moved back in with his parents.
